On some VGA monitors, the display is shifted until X starts and overrides the monitor's "auto adjust" of the horizontal position. The effect is that the "select a window manager" widget at the bottom right corner of the gdm3 login page is not visible, so a window manager cannot be selected. When X starts it overrides the VGA monitor's "auto adjust" of horizontal position, and the display is correct.
