I can reproduce this locally. However, the grub-pc postinst is failing, and that's not under the control of autopkgtest-build-qemu. This might be caused by a regression in recent vmdb2, or a problem in grub-pc (from buster) itself. Given this cannot be fixed here, and the affected release is no longer supported by the Debian project, I am closing this bug. If someone who cares about buster comes by, please look in either vmdb2 or grub-pc itself.
