I think I'm seeing something similar over here -- I took a couple months' worth of sid updates today, and it seems that for every package that had a NEWS item I should have seen, I was shown the entire NEWS for that package, rather than just the ones relevant for the set of versions I was jumping over/to. Most notably a whole pile of gnupg NEWS dating back 5+ years, but I think there were some other examples as well.
