This looks odd: there is no 11.3.0-3+b1 in Debian. Have you rebuilt libvirt locally? Can you try installing libvirt 11.6.0-1 from experimental and see whether the issue still reproduces? Alternatively, 11.7.0-1 should come to unstable in a week or so.
