You have various options: - Run /etc/init.d/ntp-server start, so that stopping it works. - Edit the /etc/init.d/ntp-server script, and add a --oknodo to the start-stop-daemon --stop call. This is what changed in -9. - Remove the -e from the first line. Adding that is actually the reason you have the problem in the first place. Hope this helps.
