   * What led up to the situation?

Was getting kernal warnings about kea requesting apparmor permissions and being 
denied.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

I added lines to /etc/apparmor.d/local/usr.sbin.kea-dhcp4 and they were ignored.

   * What was the outcome of this action?

The lines were ignored.

   * What outcome did you expect instead?

I expected them to be honored.  /etc/apparmor.d/usr.sbin.kea-dhcp4 is missing 
"#include <local/usr.sbin.kea-dhcp4>" even though the file 
/etc/apparmor.d/local/usr.sbin.kea-dhcp4 was
created.  I see other kea config files missing that, and there might be other 
packages. Any package that creates a file in /local should #include it.
