Right, that explains it.

In theory I think it would be possible to write a source package that
used special options to all the tools (in d/rules) to divert this
information to somewhere else than debian/files.  But that would be
very weird and still wouldn't explain why you'd want to commit the
file to git.

So presence of debian/files in git should be a failed check.
