Can't exactly reproduce this with the boost1.88 packages in Debian, I get a CMake failure because libboost-random1.88-dev is not installed. Since boost::random is not used by tilemaker, we shouldn't have to add this build dependency. It seems to be a missing dependency in the boost packages. Adding the build dependency does trigger the issue you reported. And upstream already fixed that. I've added the upstream changes as a patch to resolve this issue.
