This is creeping featurism. We already have a suspend to
shell option, and from the shell the user can launch any editor they
wish to use, edit either the /etc/foo or the /etc/foo.ucf-new file,
and return. Adding more code to set up and invoke the preferred
editor seems like more code that has to be maintained for marginal
benefit.
