I am unable to reproduce this in fvwm3 (didn't test with fvwm). Are you able to reproduce this issue with fvwm3? if so file a bug with that package (though it will get more traction if you file an issue on github[^1] since this isn't about the Debian package). With fvwm version 2 no longer being developed non RC bugs will not be fixed.
