It would be easier if the declarations distinguished "actually needs
in order to build" from "please build against this version for
purposes of release consistency" from "the highest version around if
you please." And the same with debian/compat, that is a stupid idea;
you should be able to put something there that says "should work
against the latest as far as I know but also against really old ones."
