As an work-around attempt I tried the following which seems to have fixed all the "Warning: locale not supported by Xlib, locale set to C" problems on testing/Etch as well as keyboard input on affected applications.
$ cd /usr/X11R6/lib $ mv X11 X11.new $ ln -s /usr/share/X11 . Note that the fonts are not spoken for in the above hack.
