 I've investigated a bit more.
  https://www.thinkwiki.org/wiki/Rovclock has a bit of a description
  of the program, and claims it complements the "DynamicClocks"
  X.Org radeon driver option.
  The current radeon driver no longer has this option, instead it was
  renamed to "ClockGating" in 2009. The same commit switched the
  internal implementation to a function called "RADEONSetClockGating".

  Later in 2009, the "ClockGating" option was dropped from the radeon
  driver, and commit 4b3a3785f7b06205eeec6ca6b8913ecc2b94bd1f says:
      Unify ForceLowPowerMode and DynamicPM Options

      Force lower power mode and switch to a lower mode
      when idle.

  The same commit stopped calling RADEONSetClockGating.
  RADEONSetClockGating was removed in 2012.

  To me this all sounds like that at best, rovclock will not work
  anymore with current X.org drivers (which do their own power
  management (?)). Worst case it will do something to the card behind
  the drivers back and might produce an unexpected state.


Since I agree with Christian I'm filing this RoQA bug report.
