Try looking in Settings (gnome-control-center) > Keyboard > View and
Customize Shortcuts

I see a Gpaste section there since I have gnome-shell-extension-gpaste
installed and enabled.

GNOME 48 introduces a new feature called "Global Shortcuts" powered in
part by xdg-desktop-portal-gnome. There may be bugs with that feature
and it also may need integration work on the Gpaste side. I don't know
the technical details very well here.
