We have extensive install/upgrade testing for MariaDB, see e.g. https://salsa.debian.org/mariadb-team/mariadb-server/-/pipelines/824990 Can you reproduce the issue you saw in a clean environment, e.g. a container or virtual machine? If not, then you probably had some customizations about /etc/mysql/mariadb.cnf (e.g. you removed it earlier) that cause this issue.
