libopencv-highgui-dev currently depends on libdc1394-dev and libraw1394-dev on hurd-amd64, while these are linux-only packages. Actually, opencv already only build-depends on them on linux-any, so libopencv-highgui-dev should also only depend on them on linux-any, as the attached patch does, could you apply it?
