First, which branch are you working on? This would help me better understand
the problem:

Well, po tries to reuse as much as possible, so the work is at least
partially resuable.
And finally, as we say in German: Those who work, create litter (Wo
gehobelt wird, fallen Späne). Translators won't be happy, but I guess
many will understand and be happy that they are informed.
So - send a kind mail to the translators with the proper files. Yes,
this is 25 mails with a short text to the respective addresses (you
could use podebconf-report-po again for this task, but then the yet
unknown bug might occur again).
