Versions of packages adduser depends on:
ii  passwd  1:4.17.3-1

adduser recommends no packages.

Versions of packages adduser suggests:
ii  cron                    3.0pl1-194
ii  liblocale-gettext-perl  1.07-7+b1
ii  perl                    5.40.1-2
pn  quota                   <none>

-- Configuration Files:
/etc/adduser.conf changed:
FIRST_SYSTEM_UID=100
LAST_SYSTEM_UID=999

-- debconf information:
  adduser/title:
  adduser/homedir-permission: true

I found one way to workaround the issue is to uncomment part of
/etc/adduser.conf "FIRST_SYSTEM_UID" and "LAST_SYSTEM_UID", so the UID
check can be passed.

I believe that adduser should have their default values built in.
