Hi,
make-kpkg never creates debian/build/*, and never has, so this
is likely to be a wishlist request anyway. I think you should go to
whatever creates, and expects ./debian/build tobe around, or explain
to me why this is a kernel package issue.
And yes, I have not personally ever needed to build kernel
images for two architectures, and don't know where it is useful, nor
how to go about doing this. Usually kernel image porters who need
specialized handling used to provide patches for kernel-package to
incorporate; I'd be happy to review and include any patches that add
this functionality.
