I got some free time so I went ahead with updating a bunch of nitpicks:

* Bump Standards and debhelper version
* Add missing patch info
* Solve annoying missing config for patch numbering in `gbp pq`
* Fix build with kernel >6.13
* Implement Andreas' suggestion for a warning message explaining IBT
situation
* Shut up the memcpy warning
* Annoying renumber of recent patches because `gbp pq` is annoying (x2)
