Sorry to jump in this matter.  If you look at Phil's previous email more
closely, the conclusion was:

Phil's script performed various checks that help improve the package,
and the results may help save a prospective DD sponsor's time because
Phil has done the job for them.  Passing those checks and getting
your RFS bug tagged "confirmed" potentially let your package get
sponsored faster.  All in all, Phil is doing you a service.

Personally I found Phil's work valuable, and it helped me finding a
sponsor faster historically.  YMMV, but I think there is no harm on
getting some help like this.
