I have no idea how this is possible at all. Initrd is around 70 MB and kernel images around 10 MB. Where do the 606 MB come from?

It comes from the linux-image-xxx package Installed-Size.

apt presupposes all files from the package linux-image-xxx will be installed in /boot.

Adding Installed-Size to ( largest initrd in /boot + largest map in /boot ) * 1.1 gives this result.

This is coming from Ubuntu way of packaging kernels (one package with kernel + another one with modules).
