That may well be but it does not reflect the reality of
ftpmaster's requirements and is not clear to understand
given it's emphasis on binary package copyright information.

Best example, if I upload a Python package with an empty copyright
file it will be rejected, despite consisting only of text files
that are verbatim copied into the binary.

Or if there's a bunch of Windows-only code in the package that
I'm not linking, it might get rejected too because copyright
entries are missing.

As it stands, the paragraph is completely at odds with reality
of what we require and not helpful.
