With many licenses that would be a problem, because the text of the licenses 
only provide 
one option.  But with the GPL, there are two options, and with the GFDL there 
are multiple 
options in the license text itself.  Thus, both the GPL-3 and the GPL-3+ 
reference the same 
license text, which is located in /usr/share/common-licenses/GPL-3.  The 
difference with 
the short license names is that they specify which of the options in the 
license text are 
used.

In the case of the GFDL, the text of the license has the option to use 
Invariant Sections, 
including two specific types of invariant sections name Front-Cover Texts and 
Back-Cover 
Texts.  Using the short identifier of GFDL-NIV-1.3 specifies that none of these 
invariant 
sections (which are DFSG-non-free) listed as options in the full text of the 
license are used.
