Also note, I could not reproduce any issue upgrading from an unchanged
2.89-1 installation [1].

The way to reproduce the issue is:

1) install 2.89-1
2) locally modify the config
3) upgrade to 2.90-4~deb12u1

It will now prompt you about what to do with the config file that changed. Note that if the *default* config file didn't change between 2.89-1 and 2.90-4~deb12u1, there would not be a prompt.
