/sbin/wpa_action attempts to access /etc/network/ifstate file which does not
exist. A correct path is /etc/network/run/ifstate. The attached patch
fixes this.

I found this out for myself after reinstalling debian etch beta2
netinstall (my prvious install had a symlink at /etc/network/ifstate)
and applied those exact changes just an hour or two ago. I guess I'll
update the changelog now :-)
