Control: tags -1 - patch

Hi.  Thanks for the patch.  I agree with Matthew's concern about
long-running proceses.  It should be possible to restart userv and not
kill things spawned by userv services.

As I wrote in #1039407, I would feel more comfortable with this patch
if I understood the autopkgtest implications.

I run sysvinit myself so I can see that the init script works.  But if
I include a systemd unit, AIUI that would take precedence, and I would
have no way of testing it localy.

I believe that the Debian CI is capable of testing systemd units.  And
there are autopkgtests already.  Would simply including a revised
version of this unit suffice?

I would be willing to iterate through experimental if that would be a
good idea.  (I *hope* that an *un*-revised version of this unit would
fail the t-persist autopkgtest.  So maybe that would be a thing to
try.)
