I've asked the question upstream [1] and they came up with a patch [2].
The patch fixes the builds on both hppa and powerpc in experimental, without
breaking other architectures AFAICT.

Yes, this fix seems like to be the correct solution.
It fixes even little-endian 32-bit architectures after year 2038 -
this was previously broken but went unnoticed up to now.
