This appears to be solely an issue the bootloader and partition modules. I
had some time today and I commented out the bootloader and partition
entries in the /etc/calamares/settings.conf and Calamares starts properly
now. It obviously doesn't work yet since it can't partition or install the
bootloader but it gives me a place to start now.
