Uncommenting and masking them with ifdef/endif is a nice idea, and I will try to remember doing so whenever a configuration file is changed anyway. This will allow local admins to choose their own feature set without having to edit the actual config file itself, thus preserving the debconf magic. I won't, however, couple sender deny rules to any debconf question since I don't like having the Debian exim 4 configuration reject messages by default.
