That would make (imo) things more complex than required. The ideal scenario,
I think, would be that those certificates are created at the same time
they are going to be used (i.e. at test time).

Also ideally, we would like upstream to cooperate with us in our
task to provide a distribution which builds ok for a long time.

(In a similar way that we had some success spreading the idea
of reproducible-builds outside Debian).
