Dear Maintainer,

The `pyperclip` module provided by python3-pyperclip can be imported
successfully even if none of the clipboard tools are available. Other
packages that import `pyperclip` (such as `cmd2` provided by
python3-cmd2) can also be used without any of the clipboard providers.

By using `Recommends:` for the dependency on the clipboard tools, it
will be possible to install packages that transitively depend on
python3-pyperclip (such as cephfs-shell) without any of the clipboard
tools.
