cbmplugs is a gimp 2 plugin. The Debian GNOME team will be uploading gimp 3 to unstable soon for inclusion in Debian 13 Trixie. cbmplugs is abandoned upstream. Therefore, there is no one working to fix this incompatibility. The last maintainer upload for the package was in 2009. Please remove cbmplugs from Debian.
