NEWS file from the source package is installed as NEWS.Debian in all
binary packages (see `man dh_installchangelogs`).
README.Debian file is however installed only in the topmost binary
package as listed in the control file (see `man dh_installdocs`).
The NEWS file mentions changes to API handling and refers to
README.Debian for details, but does not mention which binary package to
to look in, and for an enduser, it is not known which package was listed
at the top of the source package control file.
Please either mention explicitly which package to (additionally install,
and) look in for the detailed information, or (preferrably) install the
README.Debian file in all binary packages, e.g. like this (untested):
