I think it would, because the semicolon is technically incorrect. Unfortunately, it does not fix the problem, so FYI there is no hurry in applying such change. Note: I know because I finally modified my autobuilder setup to be able to build packages with some modified build-depends, and the affected packages keep failing (with the probability they do) after dropping the extra semicolon.
