Well, it refers to the documentation of the tool. If the man page is
rendered in other formats like HTML, this often becomes a hyperlink,
so you can jump forth and back. For other usage, readers are aware
that there is some documentation for this tool (namely a man page).
But I'm not arguing either way, there are different opinions on when
and how often this reference should happen, e.g. I discussed this with
Branden (from groff), who has a different point of view.

I'm neither fluent in groff. I just noticed that in some parts of the
man pages this was changed, but not here.
