It did not, because these lines are only used with 2.6 kernels.

Both modules are drivers for UHCI USB controllers.

Restore the original blacklist, reboot and see what happens.

I see no difference in the handling of 2.4 coldplugging between -16 and
-17, so I doubt that there is a bug.
