No I do not agree. The override file is actually parsed and can be used to change the install location for the package. This means that if you upload a package that is compiled to be installed to base, and the override file tell it to be installed into utils, then it will actually be installed to the utils section. So no it should not do that. Debarchiver currently do not support package removals, which means that they have to be done manually, and that person should also edit the override file. However when support for package removals is introduced (if ever) then that function should probably update the override file as well.
