Yes, it does not. Apparently, nobody has an idea how something
like that should look like, and most users will be served with
rng-tools; rng-tools-debian is for legacy usecases, mostly.
You can just start rngd manually, too. (I know I disable the
initscript on ¾ of my systems.)
