onnxruntime 1.16.3 will FTBTS along with latest xnnpack in unstable [1], due to some missing symbols in libxnnpack. Please upgrade to latest release 1.19.2. It can compile along with current xnnpack, which we need for supporting pytorch 2.4+ packaging. I'll set severity as minor. You can raise it if in need.
