I was able to reproduce this bug here on my ThinkPad 23 without a floppy drive inserted. Although I can see /sbin/grub --batch --no-floppy in the ps aux outout, grub-install hangs and the kernel prints messages like "Buffer I/O error on device fd0, logical block 0". Since the floppy will be probed multiple times for each stage1_5 file, grub-install takes ages on my system, which makes grub-install quite unusable here.
