A regression in upstream, which is included in 1.9.8+ds-2, causes the
Doxygen output to be non-deterministic:

Due to this regression, the LwIP package I maintain doesn't build
reproducibly:
https://tests.reproducible-builds.org/debian/rb-pkg/unstable/amd64/lwip.html
The issue was fixed, and released in Doxygen 1.10.0:

I suggest either update this package to 1.10.0 or add a new patch to
include the fix.
