This is weird.  You didn't pass --anchor, so this behaviour seems
wrong.

Something is definitely wrong here but I don't think I'm convinced
that the right fix is to advise the user to use --force.

(Using --force as a workaround seems fine.)

I'll look into this at some point (but probably not right away, I'm
afraid).
