The package descriptions for netplan-generator and netplan.io are
inadequate for a sysadmin to distinguish between the two and determine
which package(s) to install for a particular use case.

For netplan-generator, the short description is

  Declarative network configuration systemd-generator

and the long description includes the line

  This package provides a systemd-generator to configure networking
  daemons at boot time.

but is otherwise the same as the description for netplan.io.

The short description for netplan.io is

  Declarative network configuration for various backends

These descriptions lead one to believe that netplan-generator is
specific to systemd, and that netplan.io is necessary for all supported
network stacks.  The fact that netplan.io Depends netplan-generator
lends credence to that assumption.

The discussion on debian-devel in thread "what about Netplan?" indicates
that netplan-generator is sufficient for all network stacks.  What
functionality does one get with netplan.io?
