I don't quite understand what you want to achieve here. Files in /etc *are* to be changed, conffiles or not. The file /usr/share/doc/base-files/FAQ explains why it is not feasible for base-files to update /etc/issue automatically and accurately. In fact, it is not possible for *any* package to update it accurately.
