I don't quite understand what you want to achieve here.

Files in /etc *are* to be changed, conffiles or not.

The file /usr/share/doc/base-files/FAQ explains why it is not feasible
for base-files to update /etc/issue automatically and accurately. In fact,
it is not possible for *any* package to update it accurately.

For example, I think it is pretty obvious that people will not reinstall
base-files every time they change /etc/apt/sources.list, so I don't see
the benefit of creating /etc/issue in the postinst, but if you think
the FAQ is not clear enough, I would be willing to improve it.
