I uploaded SQLAlchemy 2.X to unstable and openstack-trove currently FTBFS due to failing tests (tries to import sqlalchemy.databases which is no longer available) so the code is definitely not ready for SA 2.X. I gues you're well aware of this, reporting to keep track of what needs to be done.
