Bug#1071543: automake-1.16: drop unused libtool-bin dependency

Please drop the unused libtool-bin build dependency. It was formerly
used by tests, but no longer is. I compared both build artifacts and
build logs from a build with and without this dependency. I'm attaching
a patch for your convenience.
