It is a shame that upstream have chosen not to migrate settings but this is what they have done. Writing support to convert users' settings from the old style 4.2 configs whilst also dealing with the older 4.0 style configs and migrating them all seemlessly to a 4.4 config is not trivial however. We did try to warn users of this via a NEWS.Debian in the xfce4 meta package though I realise that you might not have that installed. For reference it reads: This is the 4.4beta1 release of xfce. If you are running xfce at the time you do this upgrade please consider restarting very shortly afterwards. This is a major upgrade and as such you will lose some of your config - there is no sane way for us to avoid this. Notably the panel config will need to be changed.
