Getting low transfer rates is not easy. I downloaded the Ubuntu 24.04 ISO and got ~50MB/s transfer rates and the CPU usage changed between 50 and 98%. So CPU usage seems to be lower with lower transfer rates. Once transfers slow down transmission does not take much CPU. CPU usage seems to bottom out at about 5% for slow uploads (2-4 MB/s).
