This, too, can be nicely simulated by equivs-generated empty dummy
packages named the same way as the user, and depending on the packages
that were installed for a user's benefit.

Removing them after this user left might leave other users without the
package - they might have started using the package after it was
installed, and are thus not noted as users of that package.
